LOOKING FORWARD TO THE EFFICACY OF PALM OIL PLANTATION MORATORIUM IN THE NEW PRESIDENTIAL INSTRUCTION
September 19, 2018, the President of the Republic of Indonesia has signed Presidential Instruction (INPRES) Number 8/2018 about The Postponement and Evaluation of Licensing and Productivity Improvement of Palm Oil Plantations. The government emphasized this temporary suspension for three years period.
The moratorium on palm oil plantation aims to organize, foster and regulate permits in forest areas, rejuvenate palm oil to be more productive, also develop the quality and quantity in the downstream. For this reason, it is necessary for the government to improve their surveillance in collecting and verifying data of the Location Permit and Plantation Business Permit or Plantation Business Registration Certificate. The government also has to emphasize the transparency process so that public participation in this INPRES is fair for the people, the environment and the restoration of its ecosystem.
The Center for Orangutan Protection welcomed positively the Presidential Instruction on the Palm Oil Plantation Moratorium. “Moratorium on palm oil plantation licenses for the next three years must be a time to evaluate the activities of palm oil plantations in Indonesia, ranging from licensing, handling social and wildlife conflicts that are already underway. But it must also be noted that this INPRES is only intended for forest areas, then the status outside the forest area is still questioned,” said Ramadhani, COP’s Orangutan and Habitat Protection manager.
Three years is a very short time for a moratorium. Let’s support the government to not just evaluate, but also encourage the law enforcement for the use of forest areas for palm oil plantations. (IND)
MENANTIKAN TAJAMNYA INPRES MORATORIUM PERKEBUNAN SAWIT
19 September 2018, Presiden RI telah menandatangani Inpres Nomor 8/2018 tentang Penundaan dan Evaluasi Perizinan serta Peningkatan Produktivitas Perkebunan Sawit. Pemerintah menengaskan penghentian sementara ini selama masa tiga tahun.
Moratorium Perkebunan Sawit bertujuan untuk menata, membina serta menertibkan perizinan di kawasan hutan, peremajaan kelapa sawit untuk lebih produktif dan mengembangkan hilirisasi. Untuk itu diperlukan perbaikan pemerintah pada pengumpulan dan verifikasi atas data dan peta Izin Lokasi dan Izin Usaha Perkebunan atau Surat Tanda Daftar Usaha Perkebunan untuk lebih menekankan proses keterbukaan sehingga partisipasi publik pada Inpres ini dipandang hal yang berkeadilan bagi rakyat dan lingkungan hidup serta pemulihan ekosistemnya.
Centre for Orangutan Protection menyambut positif Inpres Moratorium Perkebunan Sawit ini. “Moratorium izin perkebunan kelapa sawit untuk tiga tahun ke depan harus menjadi saat untuk mengevaluasi kegiatan perkebunan kelapa sawit di Indonesia, mulai dari perizinan, penanganan konflik sosial dan satwa liar hingga perkebunan yang sudah berjalan. Namun juga harus diperhatikan bahwa Inpres ini diperuntukkan untuk kawasan hutan, lalu bagaimana yang statusnya di luar kawasan hutan yang mana persoalannya sama.”, ujar Ramadhani, manajer Perlindungan Orangutan dan Habitat COP.
Waktu tiga tahun adalah waktu yang sangat singkat untuk sebuah moratorium. Mari kita dukung pemerintah untuk tak sekedar evaluasi, tapi juga penegakan hukum atas penggunaan kawasan hutan untuk perkebunan kelapa sawit.
